Ein Gesandter ist ein diplomatischer Vertreter eines Staates.
In der Regel wird der (Sonder-)Gesandte zu speziellen diplomatischen Missionen entsandt, etwa in Einsatzgebiete (Länder), in welches der entsendende Staat keinen Botschafter schicken kann, da es z. B. keine regulären diplomatischen Beziehungen dorthin hat.
Im deutschen Auswärtigen Dienst ist der Gesandte oft an größeren Botschaften einer der rangmäßig dem Botschafter folgenden Beamten, in der Regel der Zweite Mann an der Botschaft; Besoldungsordnung B 3 bis B6. Während der Kaiserzeit waren Gesandtschaften mit Gesandten (auch bevollmächtigte Minister) als höchsten Beamten vor Ort die Regel; Botschaften mit Botschaftern gab es nur in wenigen großen Hauptstädten der Welt.
In der internationalen Sprache der Diplomatie, dem Französischen, gibt es zwei Begriffe für den Gesandten: Als Chef einer diplomatischen Mission heißt er envoyé (engl. envoy, span. enviado), als Rang in einer Botschaft ist dies der ministre plénipotentiaire (engl. plenipotentiary minister, span. ministro, so auch im deutschen altertümlich Minister).
Verlässt der Botschafter das Gastland, wird der Gesandte zum Geschäftsträger; ist die Vertretung von unbestimmter Dauer, wird oft der Zusatz ad interim (a.i.) angehängt.
